Elijah works for the County Government of Migori as the County Chief Officer for Agriculture, Livestock and Fisheries Development since 2013. His duties and responsibilities have been amongst others:
- Coordinating project implementation including allocation of resources and ensuring that appropriate controls are maintained at all levels.
- Developing new short and medium term programmes for implementation in the County Government.
- Ensuring that stipulated financial management guidelines are adhered to.
- Monitoring and Evaluation of all programs and projects to determine the extent to which they are meeting the goals and determine action needed to improve achievements.
- Implementation of Policies and Development plans for the County Government.
Besides, Elijah Coordinates and implements several donor funded programs in partnership with Migori County Government. This includes: World Bank Program (National Rural Inclusive Growth Project); Swedish (Agricultural Sector Development Support Program); EU-IDEAS (Sweet Potato Processing Factory) and IFAD (Aquaculture Business Development Program).
Before devolution, Elijah worked for Non Governmental Organizations in programme management positions. This includes, Church World Service East Africa in partnership with Bugumbe Development Forum (BDF), Compassion International, Life Care and Support Centre-Kenya and Christian Children Fund (Child Fund). The responsibilities entailed coordinating the entire programme cycle from assessment, designing, planning and budgeting, implementation, monitoring to evaluation of the projects/programmes, supervision of staff, fundraising and resource mobilization, overseeing effective management and accountability of funds, networking and collaboration with stakeholders both in public and private sectors, capacity building, teaching and training students, staff and indigenous communities as well as stakeholders. He has also taught in Secondary schools under the Teacher Service Commission.
Elijah holds Master of Arts in Sustainable International Development from Brandeis University, USA (2010) and a Bachelor of Science degree in Agricultural Education and Extension from Egerton University, Njoro (1998). He received Ford Foundation International Scholarship Award 2008-2010 and Heller-Brandeis University (USA) Tuition award 2008-2010. He is currently the NOCC co-chair for the Regreening Africa Project implemented by World Vision Kenya.
